The Effective Practice and Policy Program works to strengthen the organizations and agencies that serve youth by promoting innovation and transforming public and community-based services. We do this by: identifying the gaps between effective practice and existing practice; promoting new program models and service delivery strategies when appropriate; documenting the financial and political resources needed for modifying existing practice; and educating the public and local/state and federal policy makers about effective practice and effective community-based and public services.

The Unity Project: Place-Based Capacity Building Strategy for Communities Addressing Teen Sexual Health
The Unity Project aims to deepen the understanding of the sexual health of youth across the United States and document local efforts to address this issue. CARTA worked in three U.S. cities to engage youth and adult residents in a capacity-building process to address issues that contribute to racial/ethnic disparities within the community and develop strategies to promote social change and racial equity.
